Property Taxes

The Finance Department is responsible for the City's accounting activities. It also provides internal financial support and fiscal management to all city departments. This includes:

  • Preparing annual financial report and budget documents
  • Processing payments to vendor
  • Receipting payments for city services and utility payments
  • Payroll and benefits administration
  • General accounting transactions
  • Cash management and banking relationships
  • Debt management of bonds
  • Risk management and loss control
  • Overseeing the City's information systems
  • Administration of special assessments
  • Administration of TIF districts
  • Implementation of financial and internal controls


In addition, the Department is responsible for the preparation of the budget, annual financial report, and a 5-year capital improvement plan.

Utility Rate Study

The City's Utility Rate Study was prepared by Abdo, Eick & Meyers, LLP, the City's auditing firm to assist with determining the current utility rate structure and beyond.

Credit Rating

The City of Belle Plaine has a  "AA" credit rating according to Standard and Poors.

Budget

The City portion of your property tax bill pays for services such as police, ambulance service, street maintenance, snow plowing, park maintenance, recreation programming, code enforcement, and community development.

Budget Process

Each year, the City Council and staff develop a proposed budget to fund the City's services for the upcoming year. The process of budget development begins in mid-summer when staff prepares an initial proposed budget. The City Council receives the proposed budget in late summer. During the fall, the Council considers the proposed budget over several budget meetings or work sessions. The Truth in Taxation hearing is the culmination of this budget process.

Property Taxes

The City of Belle Plaine conducts it annual Truth in Taxation hearing in December.  For property valuation inquiries, property owners may contact the Scott County Assessor's Office. Click here for information on property taxes.
