The City of Belle Plaine's Planning division of the Community Development Department manages the growth and development of the community by administering land use regulations outlined in various guiding documents and as stated in the Belle Plaine City Code. The department coordinates the application process for zoning changes, conditional use permits, variances, annexations and subdivisions.

The deadline for all planning condsiderations is the Planning Commission meeting date prior. The Planning Commission meets the second Monday of the month.
2008 Comprehensive Plan Update-
The City contracted with the Municipal Development Group to assist in the preparation of the 2008 Comprehensive Plan Update, as required by the Metropolitan Council. The previous Comprehensive Plan was completed in 1999. The 1999 plan is not on the website, but is available by request at the Government Center.
The City of Belle Plaine and Metropolitan Council have both approved the City's 2008 Comprehensive Plan Update in 2009. The City has also implemented the necessary official controls for the City's policies and ordinances to be complimentary to what is described in the Comprehensive Plan Update.
