Revolving Loan Fund

The purpose of the Revolving Loan Fund (RLF) is to establish a low interest loan program to provide the capability and incentive for owners and tenants of new and existing businesses to upgrade the appearance, structural condition, and operating efficiency of their places of business, thereby improving their marketability and retaining and expanding job opportunities.

Facade Improvement Loan Program

The purpose of the Façade Improvement Loan Program is to establish a loan program to provide the capability and incentive for owners and tenants of existing businesses to upgrade the appearance of their places of business, thereby improving their marketability and promoting redevelopment of existing business properties within the City.

Comprehensive Economic Development Plan
The City of Belle Plaine hired Janna King of Economic Development Services in September 2008 to put together a Comprehensive Economic Development plan for the City of Belle Plaine.
The City’s economic development plan addresses the following topics:
• Existing areas of strengths and opportunities.
• Specific strategies and actions necessary to take full advantage of those
strengths and opportunities.
• Existing problems and impediments to economic development.
• Specific strategies and actions for addressing problems and impediments.
• Analysis of opportunities and challenges Belle Plaine faces from a regional perspective.
• Specific strategies to position itself within the region.
• Development of benchmarks to measure the success of the City’s economic development program.
• Identification of existing employment base and strategies necessary to grow the employment base.
• Evaluation of existing, designated, planned, and developed commercial and industrial areas to determine any
needed changes, additions, or modifications to fulfill our economic development objectives.
• Evaluation of existing economic development programs and recommendations on any needed changes to these
programs to accomplish economic development objectives.
• Evaluation of the City’s current economic development promotional programs and specific recommendations
regarding changes in these programs to improve Belle Plaine’s ability to be competitive and to fulfill economic
development objectives.
The plan initiated in January 2009 and concluded with an economic development strategy and three-year action plan adopted by the City Council in August 2009. Summary of Plan
One of the requirements of the plan was public involvement.
The process kicked off with a development roundtable discussion held in the beginning of February with outside professionals from a retail and real estate consulting firm, an industrial site location consultant, and a private developer of commercial, mixed use, industrial, and housing projects. These consultants were in Belle Plaine for an entire day, concluding with a presentation of their ideas, perceptions, and recommendations to approximately thirty community stakeholders at an evening meeting.
The second session was held at the end of February, with the third session held at the end of March. Community stakeholders gathered at the two sessions to participate in intense strategic planning to identify issues, create a shared vision, and develop an action plan to focus community resources on priority issues and opportunities.
With much involvement from community and regional stakeholders, the City looks forward to implementation of the plan. The City Council is dedicated to the economic vitality of our community and committed to serving the needs of our residents and business community.
