2012 Street & Utility Improvement Project
The City of Belle Plaine is currently having construction plans prepared for the 2012 Street & Utility Improvement Project. The project limits for full reconstruction include Elm Street north of Church Street, Court Street from Meridian Street to Walnut Street and Chestnut Street north of Court Street. Also included are surfacing improvements to Woodridge Drive and Woodridge Court. The Council has also directed to include a section of new trail on the north side East Commerce Drive from Meridian Street to Elm Street. The City Council approved the construction plans on April 16 and the project will be advertised for construction bids from contractors. Received bids will be opened and tabulated for Council consideration at the May 21 meeting. Construction is scheduled to start in early June.
2011 Street & Utility Improvement Project
The 2011 Street and Utility Improvement Project is substantially complete. The final bituminous wearing course will be placed later this year (2012). Please email the City Engineer if there are concerns with the construction. The City and Contractor sincerely appreciate your cooperation this fall.

Permanent Traffic Signal – Main Street
MnDOT has programmed the installation of a permanent traffic signal on Main Street at the southbound interchange ramps (by Cenex). This project is currently scheduled to bid in late 2013 with construction in 2014. MnDOT will cost share with the City for the construction of this signal on an 80% MnDOT / 20% City basis.
CSAH 3 Overpass with Access to TH169 Project
The City of Belle Plaine also continues to make advancements for a grade separated crossing with access to TH 169 near the location of Meridian Street and TH 169. Bolton & Menk, Inc. recently completed a grade separation study including many components of preliminary design for the proposed crossing. A concept and formal cost estimates are now developed and agreed upon by all the involved agencies.
2012 Transportation Economic Development (TED) Program
The City submitted an application for the TED funding program on April 27, 2012. The TED program is a joint effort of the Minnesota Department of Transportation (MnDOT), the Department of Employment and Economic Development (DEED), and the Public Facilities Authority (PFA). The program could potentially fund up to $7M for partial construction costs of an overpass at County Road 3 with access to TH169. Projects selected and approved will occur on May 18, 2012.
Federal Surface Transportation Program (STP) Funding Application
The City submitted an application for federal assistance through the Surface Transportation Program. This program could potentially fund up to $5.5 million toward project construction in 2016. The awards have not yet been announced and is on hold until further notice.
